Response by Kevin Wilson

Josh,
Thank you for your efforts to expose the scams in the locksmith industry.  I realize from the lack of in-depth reporting that you are new to this subject.  We have been fighting this for 7-8  years.
These scammers, mostly Israeli foreign nationals, have come into OUR country on work Visas, are not legitimate citizens, do not have local business licenses, have little to no training as a locksmith, and have absolutely no conscience or ethics about how much they charge for their BUTCHER work.  They leave pins out of locks, making the locks able to be picked with a paper clip, literally.  We have photographed and documented their work (if that is what you can call it).
I am a Certified Master Locksmith and the education chairman and past president of the local locksmith association, the Georgia Chapter of the "Associated Locksmiths of America."  We encounter these so-called "technicians" at the sales counter of our local locksmith suppliers every day.  They are masters of internet marketing / and also masters of deceit.  They do not even know what to call a lock when they order it.  They ask the sales guy, "can I have one of these?"  They wouldn't know the difference between a cylindrical lockset and a tubular lockset if it bit them in the rear end.
They quote a low price or average price to the customer and then change the price when they present the bill.  Cash and Debit Cards are the only form of payment they accept.  That is because neither can be disputed or canceled.
This is not how honest American's do business.  We value our reputations, credentials, and ethics.  Every member of the Associated Locksmiths of America (ALOA) has to affirm a code of ethics which totally prohibits us from conducting business in an unscrupulous or dishonest manner.
As Mr. Horn said in his e-mail to you, this has been facilitated by the greedy Telecommunications industry accepting ads for every business listing, legitimate or not and not requiring proof of business license and locksmith training.
The Georgia legislature has dragged its feet in bringing our legislation to a vote.  We as an association are in favor of licensing.  In addition to the many items already in the bill, we want enforcement clauses in the legislation that would require telecommunications companies (including Google) and locksmith suppliers to require ID badges and proof of business licenses before they will  print an advertisement or sell them locksmith supplies.  This, along with a minimum of $50,000 or $100,000 fines for operating a locksmith business without a license, would go a long way to stopping these crooks.
There will always be crooks, in every industry, who try to steal people's money by subverting the system and the rules and taking advantage of people who choose the first or biggest locksmith ad they see in the yellow pages.  This can prove fatal to one's financial well-being. We have copies of invoices from other victims who have been charged 3-4 times that amount for the same thing.  Channel 5 News has done several sting stories on these devils.
Next time you do an article on locksmiths, please seek out industry leaders who have been on the forefront, leading the fight to stop these people and introducing legislation.  Mr. [Richard "Dick"] Casper [of The Lock Doctor] does not attend the local meetings and never encourages any of his technicians to further their training in this industry.  His quotes were adequate, however he is not current in his knowledge of what is happening in this industry, particularly regarding the State Legislation.  We are easy to find on google. Jack Wynn is the current president: alliedlock@comcast.net and James Barthelemy is the secretary: james@precision-locksmith.com
Please reference my web site (listed below) for articles and videos on the Israeli locksmith scams done by ABC News and ALOA.
We would ask, also, that you encourage any further victims of these scammers to contact the Attorney General's office and make a formal complaint.  They won't initiate any further actions unless the general public unites in a public outcry about this type of deception, theft and fraud.
Again, I applaud you on your efforts to protect the public by exposing thieves and crooks in the Locksmith industry.  Feel free to contact myself or any of the contacts listed above for further information regarding this subject or if you want to interview us further and get a more accurate reflection of what is going on.
